| | | | | IL Senate Judiciary Committee to Hear Testimony on Concealed Carry TODAY in Springfield . Concealed Carry and "Assault-Weapons" Ban/Registration to be discussed. Some of these are SCARY bills, folks!!!! Some of them need our support! Please read up on a few of them and light up the phones in Springfield... Judiciary Hearings begin at noon. Light up those phone lines!!! capitol switchboard 217-782-2000 From just a cursory glance, here is some of what is contained in each: The Good HB 1008: prohibits additional fees and taxes on guns and ammo HB 0997: Shall Issue Concealed Carry-- bill would authorize you to carry a loaded or unloaded handgun on or about his or her person, concealed or otherwise; keep or carry a loaded or unloaded handgun on or about his or her person when in a vehicle; and keep a loaded or unloaded handgun openly or concealed in a vehicle. Establishes qualifications for licensees, certified firearms instructors, and instructor trainers. Provides for home rule preemption (which would nullify any new federal gun restrictions) HB 1023: Would basically institute Constitutional Carry by denying state and local municipalities the power to regulate gun ownership in any way HB 0154: Allows for open or concealed carry with proper training and permit HB 1025: Arms qualified Teachers to protect students HB 1027: Eliminates waiting period on an exchanged firearm HB 1513: Denies local municipalities from restricting gun regulations any further than those of the state The Bad and The Ugly SB 0042: Semi-auto ban with registration and confiscation HB 0159: authorizes state police to revoke FOID card for failure to report lost or stolen gun HB 0132: Semi-auto Ban--authorizes "emergency procurement for an assault weapon registration system". --makes it illegal to deliver, sell or purchase a "semi-automatic assault weapon" or attachment, .50 caliber rifle or cartridge --these weapons, magazines and ammo are banned 270 after passing of this bill unless you submit a registration affidavit --establishes registration fees --bans large capacity ammunition feeding devices --establishes assault weapons and large ammunition feeding device registration eligibility verification system --the state will contract with a private company that will determine eligibility to own "assault weapons", attachments, .50 cal guns and ammo and will maintain the registry of those owners!!! --any person who transfers any firearm, stun gun, or taser shall keep a record of the transfer for 10 years...failure to do so would be a CLASS 4 FELONY --failure to record the serial # used to be a petty offense, but would be upgraded to class 4 felony --state police would be able to revoke your foid card if you fail to report the theft of a handgun within 72 hours of when you should have noticed it missing --and, of course, they are determining which guns qualify as assault weapons by purely cosmetic characteristics!!!! HB 1142: Establishes Turn-In Programs, limits home rule HB 1143: Bans private firearm sales/transfers HB1155: You commit the offense of unlawful use of weapons when you --knowingly purchase, possess or carry any bludgeon, sling-shot, sand-club (which, apparently, is just a bag of sand you could use as a club!), dagger, dangerous knife etc. or carry or possess them with intent to use them against someone else--just to clarify, section 24-1 (a) simply says possess or carry! --carry on or about your person or in your vehicle any object containing noxious liquid gas or substance (exempts pepper spray)...could that include your cigarette lighter or aerosol hairspray someday? --carry or possess in any vehicle or concealed on your person (except on your own land) any pistol, revolver, stun gun or taser (unless they are broken down, in a box and not immediately accessible) --class 4 felony to sell, manufacture, purchase, possess or carry any weapon "made from a rifle or shotgun, whether by alteration, modification, or otherwise, if such weapon as modified has an overall length of less than 26 inches." --possess any explosive bullet This bill is the one Madigan and our gun-grabbing elites want to become the concealed carry bill for Illinois and will likely be amended with multiple, onerous regulations and conditions which will make it nearly impossible to obtain a carry permit or will limit the types of guns allowed to be carried to a select few that no one even owns! | | | | | | |
