Concealed Carry Bill
Passed in the IL General Assembly
While
we still need to know more about the legislative ramifications of this
particular bill, it is at least a major step in the right direction!
The legislation that passed was introduced Friday and did not go through
the committee process, so hopefully there are no major surprises in
it! State Senator Kwame Raoul's bill was amended to include pro-carry
legislation. Senator Raoul removed his sponsorship of the bill once it
had been amended in this way and Senator Gary Forby is the new sponsor
of the bill. Forby has been very strong on the Second Amendment.
The bill does include pre-emption of local gun laws which is a
positive provision, but we will have to wait and see if it also includes
protections for gun owners outside of prohibited places...the House
bill was very clear on that issue. Now it goes to Quinn's desk. Quinn
had vowed to veto any concealed carry legislation...if he does so, it
will have to go back to the General Assembly for a vote to override the
veto...no telling how long that would take. So, for now we are still
waiting to see how this will play out. (after
passing HB 183, the Senate also voted down the bill that would ban
magazines that could hold more than 10 rounds--the Gun Control bullies
in IL had a REALLY bad day on Friday!)

Another loss for the left in Springfield Friday: Same Sex Marriage Bill
Rep.
Greg Harris, primary sponsor of the gay marriage bill conceded defeat
on the floor of the IL House on Friday. The bill had already passed
the Senate, but supporters could not get the support of the Black Caucus
in the House. Madigan would not bring the bill to the floor until they
were certain they had the 60 votes necessary to pass it. Look for this
issue to resurface after the Summer Recess.
